An ODM rugged-phone brief becomes more useful when each requested feature is tied to a user task and an acceptance check. A long list of specifications can hide the one requirement that determines whether the device is suitable.
Use three priority categories

Give every required item a check
For an app requirement, define the exact work cycle. For an interface, identify the accessory or tag. For environmental protection, describe the exposure and request the corresponding model evidence. Do not use “rugged” or “1.5m” as a substitute for the conditions that must be assessed.
The IEC 60529 publication concerns enclosure classification. It does not confirm a project's custom configuration or rank the importance of a user task.
Make tradeoffs visible
A compact body may help carrying while a larger screen may help detailed forms. Record the intended task and test the relevant configuration rather than assuming one dimension is always better. If an optional change creates new mechanical or software work, ask whether it affects the schedule, evidence or quotation.
Close the brief before sample approval
Identify an owner for each unresolved requirement and mark what the sample must demonstrate. Keep supplier-confirmed capabilities separate from requested features that are still under review. Do not label a wish-list item as an available ODM option.
